Legazpi City – Regional Conciliation and Mediation Branch 5 (RCMB5) Director Reynaldo Foncardas attended the activity of the Department of Labor and Employment Regional Officer V (DOLEROV) – Regional Coordinating Council (RCC) during the visit of DOLE Secretary Honourable Silvestre H. Bello III on 08 February 2018.

The RCC is composed of the attached agencies of DOLE, headed in Region 5 by DOLE Regional Director Exequiel R. Sarcauga.  The attached agencies are composed of the Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, Regional Tripartite Wages & Productivity Board, Professional Regulation Commission, National Labor Relations Commission, Employees Compensation Commission, Occupational Safety and Health Center, National Reintegration Center for OFWs, and the RCMB5.

Secretary Bello visited the Province of Albay to provide assistance through the provision of TUlong Panghanapbuhay para sa mga Displaced/Disadvantaged (TUPAD) Workers to the evacuees brought about by the eruption of Mayon Volcano.


Regional Branch Director Foncardas said, “Ang butihing Secretary Bello ay malugod na bumisita sa probinsya upang pasinayahan ang higit sa P30M emergency employment fund para sa interbensyong dulot ng pagputok ng Bulkan.  On our part in the NCMB, we are always here to support whatever the Department has in store for the disadvantaged or displaced workers especially those affected by the eruption of Mount Mayon.”

“Secretary Bello also personally visited the evacuation centers in Bitano Elementary School, Gogon Central School and those in Camalig and Ligao,” narrated Director Foncardas.

“He was also the guest of honor in the launching of the first ever high tech Job Search – Job Start Kiosk located at the foyer of the DOLEROV building.  This “Trabaho Finder” will service the job-seekers in the region for a faster, reliable and easy way to find work.  In all these endeavours, our office will always be available in whatever way we can,” ended Director Foncardas.

The ribbon-cutting for the Kiosk was also graced by officials from DOLE Central Office, POEA Administrator Hans Leo Cacdac, OWWA Deputy Executive Director V Arnell Ignacio, and local officials.
